How many channels, users or how much power triggers a higher IMDA licence tier in Singapore?

The trigger is not headcount. It is the frequency and the power. A Localised Private Network (Multi-Channel Radio-Communication) Licence covers a small localised fleet operating on manufacturer pre-set channels in the 446.325 to 446.475 MHz band at up to 1 watt ERP, with the network defined as fewer than five mobile stations and a minimum of two. The moment you exceed 1 W ERP, need a frequency assigned to you rather than a shared pre-set one, or install a fixed repeater or base station, you move up to a Localised Radio-Communication Station Licence, which is charged per station and per frequency. Channel count matters on cost, not on eligibility: IMDA does not cap how many channels you may hold, but each new frequency assignment carries its own application fee and its own recurring frequency fee.

What are the IMDA licence tiers for a private two-way radio network?

In practice there are two that matter to a building owner or site operator. The lower tier, the Localised Private Network (Multi-Channel Radio-Communication) Licence, is the one that covers the small hand-held fleets most people picture when they say walkie-talkie. It is a network licence rather than a per-device licence, the channels are fixed by the manufacturer in the 446 MHz band, and the power ceiling is 1 W ERP. You share those channels with everyone else in Singapore using the same equipment, which is the practical limitation rather than the legal one.

The upper tier, the Localised Radio-Communication Station Licence, is a station licence. It is what you hold when you operate short-range radio equipment on a frequency assigned to you: a fixed base station, a repeater, or a fleet operating above the 446 MHz pre-set arrangement. This is the licence that a serious hotel, hospital, construction site or logistics operation ends up on, because it is the only tier that gives you a channel nobody else is transmitting on and the power to make a repeater worthwhile.

  • Power ceiling on that tier: 1 W ERP

  • Network size definition on that tier: minimum 2 sets, fewer than 5 mobile stations

Does the number of radios trigger a higher tier?

Indirectly, and this is where most of the confusion sits. The lower tier is written around a network of fewer than five mobile stations, so a fleet of twenty radios does not sit comfortably inside it regardless of what the equipment is capable of. But the reason to move up is almost never the count on its own. It is that a fleet of any real size on shared pre-set channels will be sharing them with the shopping centre next door, and at 1 W ERP into a reinforced-concrete building you will not reach your own basement, let alone the far end of a site.

I have never specified a shared-channel 446 MHz system for a client with more than a handful of users and expected it to hold up. The honest engineering answer is that you should move to an assigned frequency when you need either coverage or channel privacy, and both of those requirements usually arrive well before the headcount question does.

How much transmit power is allowed before you need a station licence?

One watt ERP is the line on the localised private network tier. Anything above that, whether a 4 W or 5 W portable, a 25 W mobile or a 40 W repeater, sits under a station licence with an assigned frequency. This is a hard limit worth understanding because it is the single biggest determinant of whether a system will work in a building. A 1 W hand-held has roughly 6 dB less output than a 4 W one, and 6 dB is the difference between reaching two basement levels and reaching one.

It is also why buying higher-power radios is not a legal shortcut. Operating type-approved equipment above the ERP your licence permits is a compliance problem, not a grey area, and it is the sort of thing that surfaces during an audit rather than during commissioning. How many channels can you have, and what does each one cost?

There is no published ceiling on channel count. What scales is cost: each additional frequency assignment attracts its own application and processing fee, in the region of S$300 per new frequency, and its own recurring frequency fee on top of the station licence fee. That structure has a direct design consequence. Before applying for a second frequency, exhaust the capacity of the pair you already hold. A DMR Tier II repeater carries two TDMA voice slots on one 12.5 kHz channel, so a single assignment can do the work of two analogue ones. Is it true you need 50 users before IMDA will licence a repeater?

You will find this figure quoted on several Singapore dealer sites, and it is worth being straight about it: I have not been able to locate it in IMDA's published licence conditions. Treat it as trade practice rather than a stated rule. It may reflect how spectrum is allocated in practice when demand for a frequency exceeds supply, or it may simply be a threshold one dealer used and others repeated. If your fleet is smaller than that and you need a repeater, do not assume you are excluded. Confirm the current position with IMDA directly, or have your integrator confirm it as part of the application. Designing around an unverified threshold is how projects get scoped wrongly.

Do I need a separate licence for each repeater in a building? A station licence is issued per radio-communication station, so multiple fixed transmitters generally mean multiple station entries, though they may sit under one application. Confirm the structure with IMDA before budgeting the recurring fees.

Can I use radios programmed for another country's frequencies in Singapore? No. Equipment must be type-approved for Singapore and programmed to frequencies you are licensed to use. Overseas-programmed radios routinely transmit on frequencies assigned to other users here.

Does a passive DAS need its own IMDA licence? A purely passive distributed antenna system, meaning cable, couplers and antennas with no amplification, does not transmit on its own. The licence attaches to the repeater or base station feeding it. Add any active amplification and the position changes.
