How many walkie-talkies do you need before IMDA requires a licence in Singapore?
Two. IMDA's Localised Private Network (Multi-Channel Radio-Communication) Licence applies to a network with at least two sets of portable radio-communication equipment. That figure is a floor, not a ceiling — it is the minimum size at which a network qualifies for the licence, not the maximum number of handsets you are allowed before you need something else. There is no published handset count that pushes you into a higher tier. What moves you up is transmit power, whether you need a frequency assigned to you, and whether you install fixed infrastructure.
I am writing this down because the threshold is regularly quoted backwards. I have seen it stated as "fewer than five mobile stations", and I have had clients budget on that reading. A number stated in the wrong direction is worse than no number at all: it tells a site with forty radios that it has outgrown a licence it never actually outgrew, and it tells a site with three radios that it is exempt when it is not.
Is the threshold a minimum or a maximum?
A minimum. The eligibility wording is that your network has at least two sets of portable equipment. Read it as a qualifying condition — a single handset talking to nobody is not a network, so IMDA has no shared-use network to licence. Once you have two, you have a network, and the licence applies.
Nothing in the published guidance caps the number of portables on that licence. The licence fee is charged per network rather than per handset, which is consistent with a structure that does not care how many radios are on it. If your headcount doubles from twenty to forty, you have not crossed a licensing threshold. You may well have crossed a capacity threshold on the channel, but that is an engineering problem, not a regulatory one.
What does the Localised Private Network licence actually cover?
It covers shared-use operation of a multi-channel radio-communication network confined to a localised area — a construction site within a single land lot number is the example IMDA itself gives. The technical envelope is narrow, and it is the part people skip:
Minimum network size: 2 sets of portable equipment
Output power: 1.0 W ERP maximum
Channels: manufacturer-preset, 446.325 MHz to 446.475 MHz
Licence fee: $100 per annum per network (portable), plus $15 per frequency
All equipment must be IMDA-registered or type-approved
Two things follow from that list. First, the channels are shared and preset — you are not being assigned a frequency of your own, so another company on the next lot can be sitting on the same channel and you have no priority over them. Second, 1.0 W ERP is the hard limit, and it applies to the handset, not to some system total.
When does a licence stop being about the number of radios?
When you step outside that envelope. Exceeding 1 W ERP, needing a frequency assigned exclusively to you, or installing a fixed repeater or base station moves you to a Localised Radio-Communication Station Licence, which is charged per station and per frequency rather than per network. That is the real tier boundary, and it has nothing to do with how many people are carrying radios.
This catches sites out most often on the repeater. A team of six that puts a repeater on the roof to reach the basement has changed licence class; a team of sixty on handsets alone has not. Does the licence solve a coverage problem?
No, and this is where the two questions get conflated. A 1 W ERP handset has roughly 6 dB less output than a 4 W UHF portable. Six decibels is not even half of one reinforced-concrete floor slab, which typically costs 15 to 25 dB, and 25 to 35 dB through a reinforced-concrete core or lift shaft. Licensing your radios does not buy you a basement.
If your problem is that the guardhouse cannot hear the carpark, the fix is a repeater and distributed antennas engineered to a −95 dBm design threshold with a 10 dB fade margin — and that system needs its own licence class, as above. Sort out what the radio has to do before you sort out which licence it sits under.
