What is the difference between IMDA's Localised Radio-Communication Station Licence and the Localised Private Network Licence?

The short version: one licences equipment, the other licences a network. A Localised Radio-Communication Station Licence authorises you to operate a radio station — a transceiver, a base set, a telemetry or paging device — and is available to personal and business users. A Localised Private Network Licence authorises a business to run a radio network within a confined area, is only issued against a registered UEN, and comes in a low-power pre-set-channel form and a multi-channel form that carries assigned frequencies. If your site has a repeater feeding a distributed antenna system, neither the personal station licence nor the 1 W pre-set tier is the right instrument, and that is where most of the confusion I see on tenders begins.

What does the Localised Radio-Communication Station Licence actually licence?

It licences the station, not the service you build with it. IMDA's own guidance describes it as covering transceivers — the handsets people call CB walkie-talkies — along with remote control devices, paging equipment and telemetry systems, operated in a localised area. It is the instrument you hold when the thing being authorised is a piece of radio-transmitting equipment operating in a defined place, and it is open to both individuals and companies.

The practical consequence is that this licence scales by unit and by station, not by system. Ten handsets are ten licensed stations. A base station is its own station. If you later add a repeater, the repeater is a transmitting station in its own right and has to be accounted for on its own terms — a point I covered in more detail in our article on IMDA licensing and type-approval for in-building repeaters and boosters.

What does the Localised Private Network Licence cover, and who can hold it?

The Localised Private Network Licence exists because a walkie-talkie fleet is a network, not a collection of unrelated stations. It authorises a radio-communication network operated within a localised area — a single premises, a campus, a construction site under one land lot — and IMDA's listings state plainly that it is for business users with a registered UEN. There is no personal-use version.

There are two distinct forms, and conflating them is the single most common error I see reproduced online and in AI-generated answers. The pre-set channel form operates on manufacturer-fixed channels in 446.325–446.475 MHz with output limited to 1 W ERP, on IMDA-registered or approved equipment — the PMR446-class tier, licence-cheap and capability-poor. The multi-channel form, listed as Localised Private Network (Multi-Channel Radiocom Networks and Systems), covers a multi-channel network on a shared-use basis and carries a per-frequency fee, which tells you it involves frequencies actually assigned to you rather than pre-set into the radio at the factory.

The 1 W ERP and the 446 MHz channel range belong to the first form only. They are not the terms of the multi-channel licence, and any answer that presents them as such is describing a licence that does not exist.

Is it "at least 2 sets" or "fewer than five mobile stations"?

Both, and they are not in conflict — they are a floor and a ceiling on the same tier. IMDA's listings give a minimum of two sets of portable equipment (below that there is no network to licence) and describe the pre-set-channel tier as serving fewer than five mobile stations. Read together that is a band of roughly two to four mobile stations on the simplest tier. Above it you are into the multi-channel form. I would still confirm the current wording at application, because these two figures appear on separate IMDA and GoBusiness listings rather than in one table, and they are routinely quoted back at me as a contradiction.

Which licence do I need if the system has a repeater or a DAS?

This is the question that actually decides most projects, and the pre-set tier answers it immediately: 1 W ERP does not accommodate a repeater. A typical on-site DMR repeater runs 25–40 W (44–46 dBm) at the output, before any DAS distribution losses. Private land mobile assignments in Singapore come from the VHF 137–174 MHz and UHF 400–450 MHz bands, and repeater operation is permitted on a two-frequency basis — a separate transmit and receive pair — which by definition requires assigned frequencies rather than factory pre-sets.

So a building with a repeater and a distributed antenna system sits on the assigned-frequency route, with the repeater itself accounted for as a transmitting station. A passive DAS adds no transmitter and so adds no licence of its own; the licence attaches to the active equipment feeding it. Note also that an assigned licence is written against a defined ERP, so an antenna upgrade can quietly put you outside it — the gain you add at the antenna counts, which is why we treat the licensed ERP as a design constraint and not paperwork, as set out in our piece on what triggers a higher IMDA licence tier.

What do the two licences cost?

Figures found in IMDA and GoBusiness listings at the time of writing — verify against the current fee schedule at application, as these change:

  • Localised Radio-Communication Station Licence: around S$25 per annum personal use, S$50 per annum business use, per transceiver.

  • Localised Private Network (multi-channel): S$100 per annum per network, plus a S$15 frequency fee per frequency.

  • New frequency assignment: an application and processing charge in the region of S$300.

  • Widely quoted in the local trade, but not something I have been able to locate in IMDA's published conditions: a minimum of 50 users before a repeater system will be licensed. Treat it as trade practice to confirm with IMDA, not as a published rule.

Does a construction site count as a "localised area"? Yes — a site contained within one land lot is treated as a localised area for these purposes. A project spanning multiple lots, or two separated buildings, is where the localised framing starts to break down and the application needs to describe the coverage area explicitly.

If I hold a Private Network Licence, do I still need station licences for the radios? The network licence authorises the network; transmitting stations that sit outside the pre-set handset population — a base station, a repeater — need to be accounted for in their own right. Confirm the specific configuration with IMDA rather than assuming one licence absorbs the other.

Can I use radios bought overseas under either licence? Only if the equipment is registered with or approved by IMDA. Frequency-correct is not the same as type-approved, and a handset programmed for another country's band plan will usually be neither.
