Does COPIF apply to in-building two-way radio coverage, or only to telco and mobile operator facilities?

COPIF does not apply to your two-way radio system. The Code of Practice for Info-communication Facilities in Buildings obliges a building owner to provide space, access and facilities to licensed telecommunication operators for their equipment — it says nothing about whether your security guards' walkie-talkies work in the basement. A private in-building radio system sits under a different instrument entirely: the Telecommunications (Radio-communication) Regulations and the IMDA licence you hold for the repeater. The two are often conflated, and the practical consequence of conflating them is that owners assume COPIF gives their radio contractor rights to riser and rooftop space. It does the opposite.

What COPIF actually obliges a building owner to do

COPIF is a space-and-access code. It requires developers and owners to set aside and hand over facilities so that licensed operators can serve the building — lead-in ducts, telecom equipment rooms, riser capacity, and Mobile Installation Space (MIS, described in earlier COPIF material as mobile deployment space) provided rent-free where the space is "unused". The allocation scales with the size of the development, and for road and MRT tunnel projects IMDA's guidelines have set figures such as 40 m² per facility building or underground station. Every one of those obligations runs in one direction: from the owner, to a licensed telco.

Nothing in that structure creates a radio coverage obligation. COPIF does not specify a signal level, a coverage percentage, a test method, or a class of building that must have working two-way radio. I have covered the wider position on this before — neither COPIF nor the SCDF Fire Code prescribes an in-building radio coverage standard in Singapore, which is why the −95 dBm and 95% figures used here are contractual rather than statutory.

Why a private two-way radio DAS gets nothing from COPIF

A distributed antenna system serving your own DMR fleet is your equipment, operated under your licence, for your benefit. It is not a licensed telco's mobile equipment, so it cannot be designated MIS and it carries no COPIF entitlement to rent-free space. Where a tenant wants a radio system in a leased building, the space for the head-end, the rooftop antenna and the backbone route is a commercial matter to be negotiated in the lease or the roof-access agreement — not a right that can be asserted under the code.

The 2026 High Court decision in Altitude Xperience Pte Ltd v Simba Telecom Pte Ltd [2026] SGHC 133 shows how much turns on that distinction. It is the first reported High Court decision on a COPIF 2018 dispute. A telco occupied ground-floor and rooftop space, argued the space was rent-free MIS, and lost: IMDA had determined the rooftop was not "unused space", the Minister upheld that in 2024, and the court found the occupation from September 2019 onward was trespass, awarding the owner S$698,594.50 in damages. If a licensed mobile operator cannot assume a right to rooftop space under COPIF, a private radio system certainly cannot.

Can a two-way radio DAS backbone run in the telecom riser?

This is the question that actually bites on site, and the answer surprises most contractors. IMDA's Guidelines on Use of Telecommunication Riser Ducts reserve the telecom risers for fixed-service Facilities Based Operators. A building owner or tenant needs IMDA's written approval each time a riser is to be used, must first exhaust other options such as the electrical or communications riser, and must not install active devices in the riser at all. Approval is case-by-case and subject to available space. If your cabling later impedes an FBO's installation, IMDA can require you to alter or remove it at your own cost.

For a radio DAS that means the design should route the backbone up the ELV or electrical riser by default, keep the repeater and any amplifier in a plant or ELV room rather than the riser, and treat telecom-riser use as a permission to be applied for, not a route to assume on a drawing.

The numbers a Singapore owner is actually working to:

  • Design threshold for reliable DMR voice at the portable: −95 dBm, with 10 dB fade margin standard and 15 dB for mission-critical areas

  • Typical coverage target written into specifications: 95% of floor area

  • Reinforced-concrete floor slab loss at 400–470 MHz: 15–25 dB; RC core or shaft wall: 25–35 dB

  • 1/2" plenum coax: about 4.5 dB per 100 m at 450 MHz — the figure that drives riser cable selection

  • Repeater at 40 W (+46 dBm) against a 4 W portable (+36 dBm) less 3 dB body loss: roughly 13 dB of uplink asymmetry to design out

  • None of the above is set by COPIF or by any Singapore regulation

Which obligations come from the Radio-communication Regulations instead

What is legally binding on a private radio system is the licensing regime, not the building code. The equipment must be type-approved, the repeater needs an IMDA station licence on assigned frequencies, and a network operating across a defined site is licensed as a Localised Private Network — the distinction between those two is set out in detail here. The licence attaches to the operator of the station, not to the building. Operating an unlicensed repeater or a non-type-approved booster is an offence regardless of who owns the premises.

So the honest division is this: COPIF tells you what space you owe the telcos. The Radio-communication Regulations tell you what you may transmit and under what licence. Neither tells you that your radios have to work — that requirement exists only if someone writes it into a specification.

What an owner installing a private radio system actually has to do

In practice: appoint a party to hold the IMDA licence and say so in writing; specify the coverage outcome contractually, because no code will do it for you; secure head-end, rooftop and riser space by agreement rather than by assumption; apply to IMDA if the telecom riser is genuinely the only route; and keep the radio system's footprint clear of any space a telco may later claim as MIS, so a coverage project does not turn into a COPIF dispute.

Related questions

Does COPIF require a building to have mobile phone coverage inside? No. It requires the owner to provide space and facilities so that licensed operators can deploy equipment. Whether coverage results, and to what level, is the operator's commercial decision, not a code-mandated outcome.

If my radio equipment occupies rooftop space, can a telco displace it? Not automatically, but the space must be genuinely committed to a use. The Simba decision turned on IMDA's finding that planned use meant the rooftop was not "unused space" — an owner with radio plant in place and documented has a far stronger position than one with vacant roof.

Who holds the licence when a managing agent procures the radio system? Whoever operates the station. That should be decided and recorded before installation, because liability for an unlicensed transmission follows the operator, not the building.
